I take it you refer to individuals like Maureen in the other thread started today. Obviously there are flaws in the current statutes that need adjustment.

Simple fear is not enough. We'd need some kind of justification for both of these, and there are rules on the books already.

I don't get this one at all. Any person, here legally or illegally? No matter how/when the HIV was contracted (or whatever the verb should be)? and why only HIV?

6. Ensuring that our national borders are adequately policed: Persons entering or leaving our sovereign territories, must provide the necessary legal papers or identity.

I disagree with the leaving part. You want to go? Go. I believe passenger manifests for international flights are already checked for criminals trying to leave the country, but I could certainly be wrong.

7. All immigrants, legal or illegal must be allowed to access medical/emergency assistance from any hospital or clinic in The USA, without being asked for his/her legal residence status documents.
