Unhappy more fedral cuts

it seems like there are more fedral cuts for the disabled now which is not fair at all.

Since when does a reduction in the growth rate of a federal program constitute a cut? The program still gets more money than the previous year, just not as large of an increase as some had hoped. Instead of a program growing at 6% annually, it might grow at a 3% rate. That is a cut?
