English manners

I am sad to say that I am indeed born and bred in England. The land where manners and consideration are practically non existant.
In recent surveys we come up trumps for being the most rude ill manner citizens in all the places which took part.

Here is an incident which happened to me recently. I live in a village. with a narrow road out side my house. The turning into it is at an angle about five doors down. I have children, which include two 'babbies' - ok one is nearly three, the other is 18 months.
I decide to visit my aunt and I have the two children to place securely in the car. I am placing the baby in his seat and about to strap the 3 year old in his, when this person, behind the wheel of one of those hated 4 x4, started tooting at me to close my door. Ok so I shouldn't have left the door open. But the cars travel so fast. I had one foot out on the road in any case.
If it had been me in that car I would not have been travelling so fast down a very awkward road and I would have waited patiently for the mother to ensure her children were safely strapped in.
What would it have taken for him to have given me a few seconds? The high way code does not allow for situations like this. Where does putting your childs safety first start ??
Is britain so impatient and ill mannered, rude and arrogant?? I am almost ashamed to admit that I am british ...
