ANSER Inc. (analytical services) is a spin off of the Rand Corporation. It was formed in the late Fifties and provided analytical services and other technical assistance to the Air Force and some other DoD entities for about thirty years. In the Ninties, ANSER organized a nonprofit think tank called the Homeland Security Institute. It was staffed by former military and national security types who quitetly lobbied during the Clinton years to create a Homeland Security government entity.

Now, post 911, the Institute has an exclusive contract with the Department of Homeland Security to provide analytical services and terrorism preparedness training to the Department. It will soon collapse into its parent, ANSER, which will function as a major DoD and DHS contractor. ANSER has also been involved with DARPA and the creation of the Total Information Awareness Agency now known as The Terrorism Information Agency which is creating a national data mining capacity.

ANSER is expected to play a role in standing up the new intelligence superstructure and the office of the National Intelligence Director.
