One stop shopping for spies

I was reading an article about cracking Iranian signals intelligence and as an aside it mentioned that at one time the Soviets had spies at all of our most important agencies, even in the White House. Something to think about as we move towards consolidating our intelligence agencies under one national intelligence office.

Over the years there have been many turf battles between America's intel agencies and sometimes conflicts have led to internecine warfare so it will be interesting to see how they comply with the new powers that Bush has granted to the Director of Central Intelligence. I predict that there will be some embarrassing and even frightening revelations about actual program activities and budgets and the withholding of highly sensitive information from CIA, a very political organization. I predict that there will be more than a few resignations at the National Reconnaissance Office, National Security Agency, Central Security Service, and several other ultra dark agencies.

In another post, I discussed the pros and cons of compartmentalization and need to know segregation in the intelligence sector and I favor a separation of powers and duties among agencies. Under the National Intelligence Director there will still be mission specialization but independent decision making will be a thing of the past. And what concerns me most is that some staff at the National Intelligence Director's Office will have unfettered access to any information they desire and they will be able to direct resources wherever they want them to be applied. This is a recipe for a national security disaster.

I don't think that a National Intelligence Director really needs to know all of our means and methods of intelligence collection and I don't think his staff does either. I prefer to leave that up to program auditors at each individual agency.

I know that there will be extraordinary security measures in place before the Director is up and running but the thought of a mole in that office scares the bejesus out of me.

I agree. Think of the absolutely huge security risks. I would not want to be a covert agent anywhere in the world when/if this plan takes place. The probability of being discovered would increase dramatically.
