Bigger bounties for terrorists needed

The U.S. has to be much more aggressive and reassuring in its tips programs for turning in terrorists.

Obviously, you can't spend reward money if you're dead and the grisly reprisals against informants and their families is quite an effective deterrent against snitching off terrorists. So America needs to launch a world wide PR campaign that will let potential informants know that the U.S. will relocate them and their families, give them new identities, and *permanent protection*. We can't offer any guarantees but we can make informing seem a lot less dangerous. Compared to the billions we're spending on military operations bounties are a bargain.
