Dubya had his "catastrophic and catalyzing event – like a new Pearl Harbor" which enabled his flood of new internal security powers and external belligerence. The current Administration will undoubtedly need something equivalent. We might like to try predicting what it could be before it happens.
Either it's going to take the form of a foreign provocation or an internal outrage.
A foreign provocation would involve either a nation-state or gross terrorism.
The nation-state option presumably involves WMD in order to be sufficiently shocking, and after the Iraq fiasco it has to be a single incident of a real deployed WMD.
Gross terrorism is a replay of 9/11 in that it involves a perception of foreigners, undoubtedly "Islamic Extremists", killing a lot of civilians within a single Homeland incident.
As for an internal outrage there really is only one which would stir things sufficiently to support a clampdown with new emergency powers, and that would involve the assassination of the President and the promotion of a presumably compromised Pence to the office.
Who here would like to extend the speculation.
