Sadly it would appear that, whilst the council is obliged to investigate, there is no higher authority to appeal to :-

If either a complainant, or the councillor against whom a complaint has
been made, is unhappy with the way in which the local authority
resolves the complaint, there is no higher authority to which they may
    appeal.

Then it sounds like a big fight you're taking on and I wish you the best of luck.

If you can prove it then maybe the IPCC?

    Re: U.K. Corruption

If it's local government, and high ranking police, and a local MP and criminal activity and corrupt practice all round, the Guardian would jump at a complete copy of the evidence file - I'd just post the whole lot to them. Front page spread a month later, everyone jailed, problem solved.

Used to be the only recourse you had if your problem was with the UK government was the european court - that's about to go thanks to brexit, not somethi8ng you wiull find mentioned in the daily mail.
