    The Purchase Department is only there to agree that the goods are required and (possibly) that there is no one selling the required goods cheaper which there was not. The Accounts Department just pay the invoices as they arrive.

    Within the NHS there's a body called NICE who agree whether a drug is value for money but they only appear to be a one off test.

    This looks to have slipped between the cracks and the company are saying "if no-one stops us then we're entitled to do it".

    Lets hope that due process is now set up to check for and stop such unethical practice and make it illegal - sadly I don't see that we can retrospectively fine the company but if there's any justice to be had then we'd invoice them for the overspend and say pay up or no more business (the pigs are lined up and ready for take off here).

    Follow the paper trails & you generally tend to find that the companies that serve to benefit most have their profits squirrelled away in Offshore Tax Havens & are, more often than not, Tory Party Donors.
