Thank you both very much.. No, I have not tried a newspaper because I do not want to alert my parents and make them freak out and move, also I would have to put the story in a lot of papers to cover the areas wouldn't I?. They will not even have a computer they are so freaked about being spied on.. If I can just get a psychical address on them I can have them served with a court order to make them see a doctor for mental evaluation..

Contact a P.I. in or near a central location to these areas. Have them skip trace your father. The fees are nominal for this type of service. They will check for credit card transactions, utility service, division of motor vehicle information etc.
