The following is from a fiction, psy-fi, based on reality, book, that has been written but not published, yet. this is from a chapter titled "9/2009":

"it was sometime during the first week of February 1988, several traumatic occurrences happened during the first week of february, for several years in a row, when I turned to god, and he asked me, "what would you do if one of your children were missing?", and then I came to in an ER hospital room". He continued, "since then this is what I've done..."

"This is just part of the historical importance to study all pioneer families past contributions, or otherwise." This was the theme of the 2009 "HELP FIND AND PREVENT MISSING CHILDREN" seminar, held in Las Vegas. All of the first paragraph was explained, during the seminar's theme and purpose discussion. From that Feb. 1988, to the opening sentence at the seminar, to now and continuing, continued from that time forward to the here-and-now and what has been done and accomplished, in answering the question, "what would you do if one of your children were missing?". "In the chapter titled "Aloha, 6/17/06" the author again explains, "what he has discovered in his passion to help develop programs designed to maximize the on-going search for missing children, while promoting federal national supported help prevent missing children awareness programs, at the same time."

The nonprofit charity he represents is at a cross-road. They've discovered, while conducting their Programs (modeled after the national, annual federal funded, Programs), managed by the NATIONAL CENTER FOR MISSING & EXPLOITED CHILDREN (NCMEC), and endorsed by the Congressional Caucus on Missing & Exploited Children, there's a break-down in the management of the national programs.

"...several Laws, Programs, Presidential Memorandums, Directives, and Instructions regarding missing children, needs to be fixed so they operate at the level of efficiency they were intended" - this can be easily accomplished by the federal elected officials and the federal agencies created to deal with the escalating reports of missing children, responsible for the management of the federal programs. Simple communication to the federal employees responsible for carrying out the next set of instructions needs to occur, the monthly printed missing children notices need to be displayed in the post office lobbies, workroom floor areas, and other postal facilities, as instructed in the "USPS/NALC CHILD ALERT PROGRAM". "over the past twelve years our 501(c)(3) nonprofit charity has mailed federal politicians registered letters, describing our discovery (resulting from a study we conducted - while traveling through nine states, our volunteers stopped at over 2,000 Post Offices, and only found the monthly printed missing children notices on display in the lobbies of five of

two thousand post offices). Over the past year we've been sending e-mails to those federal elected politicians and federal agencies, and the only reply we received back, was a copy of the "U.S. Postal Bulletin" newsletter, explaining the instructions for the management responsibilities for operating this Program at maximum intended (and annually funded) potential (this document, along with the flyers of a reported missing child - we had received a recent sighting report of that child in that area - were mailed back to us, after we mailed them explaining the sighting report, along with a request that they post the flyers along with their missing child notices display. The included letter, from the Post Master in the area, explained they were only allowed to display missing children flyers provided by the NCMEC, that's why the flyers we sent were mailed back along with the copy of the USPS/NALC publication, explaining the management of the NALC/USPS CHILD ALERT PROGRAM).

Our organization determined this is one of those, "EVERYONE AGREES EVERYTHING THAT NEEDS TO BE DONE, MUST BE DONE, TO PROTECT OUR CHILDREN, YET THE FEDERAL GOVERNMENT'S NATIONAL LAWS AND PROGRAMS (CREATED AFTER SEVERAL EXTENSIVE STUDIES WERE DONE) ARE NOT BEING OPERATED AS INTENDED." And nothing is being done to correct this simple management communication problem.

The federal elected politicians and federal agencies are not replying to our attempts at communicating our discovery to them - in order for our mission to be accomplished we need public support to continue our path forward through the cross-road. In a local newspaper printed just three weeks ago (5/30/06), an article described how local gas station owners were soliciting support from the public by contacting local legislatures about the high cost of gasoline. "If we can print that on the front page of newspapers, why can't we get public support to contact legislatures about keeping our children safe, and do everything possible to help find missing children - fix the management malfunction. Fix the "USPS/NALC CHILD ALERT PROGRAM" so it functions at the level of efficiency it's intended. Let's get government behind funding some of the important domestic problems that need fixing. Contact every elected politician you can, support the effort to have local government (state on down) adopt the federal programs to help find and prevent missing children. What state will be the first to advance the level of efficiency for the "USPS/NALC CHILD ALERT PROGRAM", so the program operates as the instuctions are intended?
