Plant Tolerance Levels ???
I want to plant something similar to this feather reed plant for privacy. I dont understand about the hardiness level applied to plants. Does anyone know how this one does in cold weather states ?

Nomad, Ornamental Grasses typically are not planted to achieve privacy. Primarily because they get cut back a few inches from the ground at the end of each season. They are more...... ornamental. Used as specimen plants adding visual interest and height variation.

Still when winter comes whatever I put out there will be barren. Except evergreen which I dont want. Any suggestions ? I do like the reed grass. Is it ok to use in Minnesota ?

Tell me what zone Minnesota is and Ill give you some suggestions. And there is a new variety of Bamboo that doesnt take over your entire property. Ill look for the name.

Why don't you plant something there that will come back year after year, like sunflowers or hollyhocks? They grow pretty tall and can provide some privacy.
