The article, while alarming, is encouraging. They are identifying the corruption as a problem and that is the first step toward assembling a government that is able to operate without being scammed and that doesn’t tolerate the corruption. The sad reality, as I see it, is that it will take a couple of generations to change the societal norms that support corruption.
