Personally I think the best system is one that's always changing. we have no written constitution so things can change with the times and there is lot of give and take with no hard and fast rules.

and common decency.Why do they hide it from the american people if they feel it is a justiufied course of action?

It's a but more than that. What the real issue should perhaps be is whether it is effective in providing accurate information or not. Most civilised societies gave up on torture because it is actually ineffective in producing reliable evidence.
