By all means allow the civil police authority to call on military support, so long as the chain of authority is recognised. When you need a Pearl Harbor Event in order to get the public behind your proposed foreign policy and then hey presto you get a Pearl Harbor Event right on cue there should be more scrutiny, not less. There's a vast difference between patriotism and a blinkered refusal to even ask questions.
