Let's to the sums then...

under 20 2 4.17% 2 per 20 years, 0.1 ppy

20 to 30 3 6.25% 3 per 10 years, 0.33 ppy

30 to 40 10 20.83% 10 per 10 years, 1 ppy

40 to 45 5 10.42% 5 per 5 years, 1 ppy

45 to 50 11 22.92% 11 per 5 years, 2.2 ppy

50 to 55 6 12.50% 6 per 5 year, 1.2 ppy

55 to 60 5 10.42% 5 per 5 years, 1 ppy

Over 60 6 12.50% 6 per 1000000 years, 0 ppyand the winner is the 45 to 50 group with 2.2 people per year.

If you want to choose a 20 year period then

30 to 50, 26 per 20 years, 1.3 ppy

40 to 60, 27 per 20 years, 1.35 ppy

except until today it was the same ppy for both ranges. Which is why I asked why you picked just the one you picked.
