Why are Florida people like this?

Can any FG Members in Florida answer this question for me? I know that LC and Anne Mouse are here, in Florida, maybe they can help.
I've noticed that a lot of people here in Florida like to try to make fools out of other people, by put-downs, belittling and just trying to make themselves look better at other people's expense. I never noticed this as being so rampant when I lived in Philadelphia, PA. Philly was a live and let-live city. Is this a Southern-thing or just a Florida culture-type thing?
Why do so many people here feel the need to make others look like fools? I can't understand this mentality, but I'm seeing it all over here, in Jax, FL -- even down to when people go to pick something off of a supermarket shelf, and then all of a sudden there's a loud blast on the intercom system in the store. What is this all about?
FG Members, can you answer this one for me? LC probably has a great insight being a sherrif here. I'd love to hear her insight, as well as anyone else's. Thanks!
