Im not the smartest guy in the world but this sounds to me like a rush job. Lets build a country from bottom up in 4 yrs. If the infrastructure is falling apart before its finished something is seriously wrong here. I wonder if Afghanistan is meant to be the blueprint for the Bush administrations great war on terror. We ousted the Taliban, we rebuilt schools, hospitals and mainstay power plants, water supply and given you tools to regenerate your crops with goods the world needs and lets get it all done before Bush leaves office. If thats the case were dealing with a bigger megalomaniac than even Bin Laden himself.

Iraq is going through similar dysfunction.
