What is it used for and where is displayed or accessed?

Where have you seen the term "user page" used? I can't see one mentioned in the FAQ.
If it's a synonym for "Public Profile" then you see them by clicking a username and possibly then clicking "show public profile". Yours is at

If that's not the "user page" you mean then we need a context.

In my settings / control panel / create userpage
I think it sets up an area to be accessed through home / members web pages
What use they are I don't know
