Why does this sound like a setup?

The word from Israel's Foreign Ministry, according to Haaretz, makes no mention of foul play, merely that “his conduct does not match the behaviour expected from Israeli diplomats. What spoilsports they are, he was off-duty at the time.
Why does this sound like a setup?
