Logistics of Gun Control

have been curious about this and how it could be accomplished for
those favoring the elimination of guns in the USA. What happens to the
200,000,000 guns already in the hands of people living in the USA?
How would guns be given up and collected?
Would citizens be asked to give them up voluntarily?
Would there be penalties for failure to do so?
Would the penalties cause concern to criminals?
Would they be collected via search & seizure?
Who would do the collecting? Police? Military? National Guard? Would
they be armed in the process?
Would citizens be paid for giving them up?
What would the effect be of banning the sale of all firearms in the
USA?
Would it help eliminate crimes where weapons are used?
Would it help eliminate random shootings?
Would it encourage a Black Market for gun sales?
Would discontinuing the manufacturing and distribution of ammo make a
difference?
