I think a good way would be to only let guests see forums and not read posts. We all know how nosy us humans are, they'll soon register but whether or not they'll join in is another matter as most registered don't post either.

A monthy newsletter with the links to a few popular new threads usually works on forums.

Perhaps some people just don't get the time to be a regular poster, so they feel that staying a guest, and occassionally coming in and out to view some threads is the way to go. Or maybe those guests really aren't guests, perhaps they are some computer generated bots to look as though the forum is busy!! :-3 :sneaky:
