Bush has taken the stance that Israel should surrender occupied territories to provide for a viable Palestinian state and wants to see a solution for refugees that may involve compensation payments.

I think the refugees were told by Arab leaders to not accept payment but... who knows what they'd do now.

It's like that old quote "Only Nixon could go to China". But never underestimate the ability of the holy land to provide false dawns. Still, it makes a change.

Actually I think "He also urged a solution to the Palestinian refugee issue which would involve paying compensation" means payments to all those West Bank Israeli settlers when moving them back into Israel.
There's a simple cheap option which leaves Israel with both Gaza and the West Bank and no Palestinians or outstanding claims, which is to offer all Palestinians US citizenship with transport to Texas in exchange for renunciation of their claims in the Middle East. Texas would be invigorated and the Israelis would have their one-state solution. Face it, I should have been a diplomat.
