Whewre did you get them from?
Most of those IINs are not registered - no-one issues them.
(Unless they are odd local cards not valid elsewhere)

The first and third [from the first list] pass the Mod 10 Check digit algorithm, none of the others do. I don't think they were ever issuable. None of the second set pass.

They are Frequent Flyer Visa Cards issued by First National Bank of Peru

Visa cards are 13 or 16 digit PANs almost always starting with the digit 4 and Luhn checked.
Those numbers really do not make sense - I think the site is spoofing you.
Peruvian T&E card are fairly limited :-
