Is the USA bailing the UK out or is the UK lending the USA money?

I realise this news article is most of 2 weeks old. but the more I read this the more confused I get. If some one that can decipher the forked tongue with shadows language that the media and the politicians speak and explain this for me I'd sure listen .



I read somewhere on my surfing for info about this that back in October of 2008 the UK was at one point just hours away from financil collasp and was sweating little green apples until from some where over of the rainbow the money landed to save the day. I will go now and see if i can find the actull story.

This is actually an incredibly badly written piece by a British national newspaper. It is confusing to anyone without the knowledge of what the British government and indeed the US government were exactly proposing for their own countries bail outs some weeks ago and have put into place since.

I want to read it through a few times again. I think i know what they are talking about but i look again before commenting incorrectly and confusing the issue all the more :)
