I'm not sure whether you're (?) excusing this man, from the above. Perhaps you'll explain.

The document marked "secret" that he carried, which was photographed, and which photographs were circulated internationally in clear readable form (publication here was subject to a "D-notice", and photographs have not, AFAIK, been circulated in legible format), was an outline briefing on a police counter-terrorism operation, and among other information contained details of the suspects.

Wasn't his action, to say the least, stupid?

No, there are no excuses for him. His action was very unprofessional, and stupid.
