Only in Britain's mad pc world can the police not name 1,000 criminals and rapists on the loose because it violates their human rights.

They're not re-offenders, they're in technical breach of their terms of parole through failure to get to a parole appointment. The papers are very good at making mountains out of molehills. They'd fail if prats didn't throw their arms around and encourage them every time they do it.

Perhaps you'd prefer it if there were no parole system to breach?

Then more effort should be put into their apprehension, shouldn't it, if a parole system is to be at all effective. The alternative to this current ineffective policing is to change the parole system. I'd do it by letting people out in exchange for a significant bond guarantee from the prison, which requires the prison to be a profit-making business with public shareholders. We might see constructive attempts at rehabilitation if that happened.
