Property Managers and Strata Councils

Does anybody here have any experiences with Property Managers in their
building(s)?
I live in a Condo, where there is Property Managers and as far as I am concerned they were quite useless in my particular problem with noise back a few years ago, I got no help, nor any releif until the owners sold and the renters were forced to move.
I have a fairly new friend in the building who lives on 2nd floor and her neighbors above her, are real ass-holes and make a lot of noise, (no child involved yet), and they seem to do some drugs. Also, the owner is (we think is the dad - who is a litigation lawyer). Anyways, she has very nicely wrote some letters to Property Management, and contacted the owner, (by the way she is on the Strata council) and NOBODY will do a thing!
She is 57 years old and single with a beautiful dog and cat, and now she feels she is going to have to sell, move and buy another place to get some peace and quiet!!
This is not right. I had the same problem a few years ago, and I can really relate. I hated to go home at night, because I could not enjoy my space, and after trying to get Property Management and Strata to do anything, we LITERALLY went to war on this between ourselves, and like I said thankfully they were renters and had to move.
She is a very sweet, kind and quiet person. She is not a party person, nor does she want to create havoc on anyone elses lives. But these are inconsiderate bastards and how do you actually deal with this or the GODLY, but very useless Property Management people who are hired to oversee the building?
