Help please Spot...

Spot... As you live near me, do you have any Idea of By-laws in Bristol concerning the feeding of wildlife and wildfowl in public parks?
I have been googling for weeks and talking to local Councillors but we have drawn a blank as to the over-all laws concerning this. Do the by-laws differ from park to park? I have also been to the council but they can not give me anything black or white.
Any help would be appreciated.... Thanks.
