Obama calls nuclear strategy 'significant step'

WASHINGTON – President Barack Obama says a new U.S. defense policy is "a significant step forward" in reducing the nuclear weapon role in security strategy and will ease the global threat posed by these arms.
At the same time, he said in a statement Tuesday that the new strategy will maintain "a safe, secure and effective nuclear deterrent" for the United States as long as nuclear weapons exist in the world.

It makes not a jot of a difference. Russia and the US have enough nukes to end the world even after this deal. No Super-power will totally Dis-arm... It means nothing.

I don't see anything new here.
Since Eisenhower the US has had a "no first use" policy.
We're just re-assuring the rest of the world that they can hit us with chemical or biological attack, and since we (supposedly) don't have that capability, we're just tipping our hand that our retaliation is still limited to conventional weapons and that nukes are officially off the table.
