Diplomacy in the State Department

I was reading yesterday's "Broad Vision of U.S.-China Relations in the 21st Century" speech by the Secretary of State.
Our peoples must continue to forge new and deeper bonds as well...
China, along with the international community, must vigorously enforce the sanctions adopted by the Security Council last year...
We need more high-level visits, more joint exercises, more exchanges from our professional military organizations, and other steps to build that trust, understanding of intentions, and familiarity. This will require China to overcome its reluctance at times to join us in building a stable and transparent military-to-military relationship...
"Must", Ms Clinton? "Require"?
The Chinese will, I suspect, have the last laugh.
