It happened awhile ago but if it's been posted before it's still worth a look. Turns out the dog was just playing in the opinion of the professionals. If you look at the dog and if you know anything about dogs I think you'd agree. Hilarious. :yh_rotfl

The part he tore off was a plastic cover the metal bumper is underneath. I didn't see why the cop just didn't take off when the bumper came off at first. I guess they wanted to contain the dogs as they were roaming about. If you look at video from the news a few minutes later they actually tasered the dog, he just pulled the leads from his side. An animal control officer showed up and got the dog, I guess he was sentenced to obedience training and 18 months probation. The owner didn't have his gate secured adequately. He should have used a chain, not a strap. The owner was negligent, the dog was just doing what dogs do.

Sounds like the owner is worse than his dog, like you said..its just normal.
