Actually no, Mr Moffat. If you did the Meddling Monk there'd be a cheer all around the planet, there must be a large fraction of the world population who vividly recall Peter Butterworth stood on the White Cliffs fending off the Norman invasion. As villains go, he was an archetype. And, don't forget, also a Time Lord.
As I remember, most of England, as they were watching, hoped he'd succeed. It takes quite a role to pull that off in the face of historical necessity.
