The birds are mean young children of north korea who suffer from starvation and have no parents ,they wanted to escape north korea but kim jong un didn't let them free.

If they're mean young children I'm not surprised they can't find foster parents.
I wonder whether, if North Korean families offered to adopt children from South Korean orphanages, the South Korean government would block the transfer, and if it did you'd write "Park Geun-hye didn't let them free".
