Well, I suspect that the second example has more of a story behind it than we get from the video. There are people who seem to enjoy making life difficult for cops.
Having said that, yes, there are cops out there who are not the best human beings, and they do, on occasion, fall to the temptation to abuse their authority.
I would offer that these are not the typical cops.
When that happens, they should be held accountable, and probably should be encouraged to find another line of work.
I have known many cops and most of them are decent human beings who are trying to do a difficult job because they believe in helping people.
I have known a few who should have been street sweepers, or maybe they should work the Fry Station and Mcdonalds.

Lots of people do things like that every day. And some of them are cops.

There are areas where smoking is prohibited. The guy was apparently at a bus stop. There may be a no smoking sign posted near where the guy was standing.
As I said before, there is a lot we don't know about this encounter.

And the percentage of cops per capita - as compared to the percentage of non-cops per capita? I suggest that I'm in the VAST majority.
