The consequence of Boris's actions - actual Brexit - when Boris declared himself in favour of Brexit is not what Boris intended when Boris declared himself in favour of Brexit. I'm quite sure Boris thought there was no chance of Brexit winning. Boris was only positioning himself to succeed as the next Prime Minister.

I'd not call him a buffoon at all. I expect he sees his monumental misjudgement as an unforeseeable trick played on him by fate, I expect he woke up the next morning and knew exactly how badly he'd screwed up. And then bloody Gove, of all the possible chinless prats, knifed him in the back too.

I think spot has pretty much nailed it re Johnson. I think May is pretty aware of it too, which is why she's put him in as one of the brexit leaders. Now he has to personally face the consequences of his lies on our foreign relations and make something he knows is a disaster into a success, or know that he will be lambasted by historians for centuries to come.
It would not surprise me at all to find he scored quite highly for psychopathy.
