Well it looks like a light bulb under a reflector over a container so an incubator but the light bulb is low energy so no heat thus the weed

No, that's definitely a wave reflector. It could be an outdoor 10W line of sight microwave communications link. Or If it has water cooling it could be an autonomous military missile defence laser but they're not likely to arrive in the post.

Well, grow light seems to be a logical option, but whatever it would be growing would be minimal, in that size a box.
some kind of insect related project, perhaps.

You get the prize, it is a trap. For moths. Its actually my brothers and he takes it about the local area, sets it up, leaves it overnight and then records what he catches. This becomes a snapshot of what numbers and species are around.
I left the trap out all night and nothing when I looked this morning! Shame the weather isn't better, had it been a warmer less rain threatening night I might have caught something to photograph and show you guys.

It might be one of those secret government surveillance automaton devices with a camera and microphone, they perch on curtain rails and film you constantly.

It is a Privet Hawk Moth, possibly the biggest moth I've ever seen. The photo was taken at dusk as I was releasing it, those stripes were actually a vivid bright pink, it really was very pretty. Yes it was caught in the trap.
