Control Panel - Part 2

For some reason I can not get into my control panel to change my personal options including, but not limited to my Avatar, E-mail address, and password. When I click, it tells me that I don't have permission to access the page. Is there a screening period where new users can't access it, or is it a technical glitch. Please let me know.
