What do these things do?

Those are cymbals. They make an unbelievably loud "crashing" noise. They are used in symphony orchestras playing classical music.

In this case they are being used for the purpose of suicide-by-polar bear.:-2

Looks like they are going to be used as an alarm clock to wake the polar bear, if that doesn't wake him the bucket of icy cold water the other penguin has will.:wah:

I have to agree. The penguin has called the dinner bell on himself. :-5 :wah:

"Oh no, he's going to do it again! This time I think I'll eat him."

They are checking to see if polar bears truly hibernate.

Looks more like something that you would see on the Pingu cartoon!!
