I think as a general principal, its an excellent idea, as long as it doesn't slip into allowing vigilantism, as that can lead to the undermining of the system of justice.
But it is about time that the rights of citizens to stand up for themselves in the face of amoral thugs, feral children, and a justice system that seems on many occasions to be over-concerned about the problems faced by those who decide to commit criminal acts was recognized by someone in power.
Good for them. Lets hope its not just another political stunt eh?

We all know that politicians are lying gits but i do believe that Dominic Grieve is quite genuine on this one. he has come out before and spoke of this and has done some interviews about it. He has also personally contacted members of the public who have been persecuted by the police for being 'public spirited'.
You are right that this can not lead to vigilantism but most of the cases he knows of are where a member of the public has actually caught a person in the act of a crime and then the police have arrested them for anything they can get on them.
It is disgusting that a law abiding member of the public can witness a crime taking place, intervene in all good faith to bring that person to the attention of the police and then have the police charge them because it's nothing more than an easy collar.
This is where i believe the problems here stem from. Hard text book targets for police officers and divisions. We do have gung ho cops who see any opportunity to grab anyone for a collar.
There is just no common sense. If a member of the public has tried to stop a crime and it's apparent that the member of the public is a law abiding citizen who has never come to the attention of the police before, why would they suddenly commit a crime??? They don't.. They do it because they believe at the time that they are doing some-thing right only to have their lives ruined by being investigated by the police themselves.
Most of these cases involving members of the public result in a quick caution down the police station and a quick notch on the truncheon of the arresting officer. A very easy way to meet government targets.
If the Tory's get in and Dominic Grieve carrie's out his promisies, it will save future members of the public but not the one's who have had their lives ruined in the past.
At the moment, the public fear approaching youths in the street because it's well known that if the youths lie to the police and say for example 'he started it', the police will arrest the member of the public by matter of course.
The police are incapable of policing our streets from gangs of feral youths as it is. Maybe that's down to years of under-funding, i'm not sure. This leaves these kids doing virtually what they want out in public knowing police units are far and few between. With the public in fear of approaching them, it is leaving us with a pretty much lawless situation where there is no-one left to bring about decency and respect in our community's. The kids grow up believing they are un-touchable and in time the problems increase. If youths knew that they were as much accountable to the public as they were the police, it would stop many minor crimes i.e. criminal damage, vandalism, breach of the peace etc and it would stop genuine police being called out all the time to class C crime.

Tory's pledge 'Have a go hero's' will not be prosecuted and persected by police
A 72 year old woman, charity worker and memeber of the British Royal legion was rrested at her home, frog marched to a police car and taken to the station where she was charged with common assault on a yob.
She was in her garden with her 4 yr old great grandson. next door a group of youths were drunk in their garden and swearing obsenitie's loudly. She asked the group to keep the language down and pointed out that she had a young child in the garden.
She came under a hail of abuse and she warned the youths she would call the police. One youth left the garden and came round into her garden where he screamed abuse at her and her young great-grandson. Another neighbour worried by the situation dialled 999. The lady decided to get the youth out of her garden for the sake of the child. She took him by the arm to lead him off her property which incidentally is legal. The police arrived and the youth compalined she had assaulted him.
She was immediately arrested and taken to the police station although she did not even have anyone to care for the child at that point. She was finger-printed, dna taken and photographed.
As she had never come before the police before, she was not aware she was entitled to a duty solicitor or to refuse the caution for common assault that she was told (not offered) she must take.
NO ACTION WAS TAKEN AGAINST THE YOUTH WHO TURNED UP WITH A GANG OF PALS OUTSIDE HER HOME THE FOLLOWING NIGHT AND FOLLOWING WEEKS TO TAUNT HER.
THE ARGUEMENT FROM THE POLICE WAS THAT THE YOUTH HAD GOT HIS COMPLAINT IN FIRST.
The woman now 74 years old is still deeply traumatised from her experience and wonders what the hell she fought in the war for.
So do I..

What happened to the 'Respect' Policy Blair spoke of?
My only worry is that this a vote swinger for the Tory's. It does go to show the number of members of the public being prosecuted by the police in cases like this for The Shadow Home secretary to be making this such an issue. As i said, earlier, he has come out before on this and has been interviewed on it. He says he will give immunity to members of the public which could be a little dangerous with those oddball types who could see it as a signal to take the law into their own hands, however this is not what it's about. It's about genuine people having their lives ruined by cops looking for targets.
