Tory's to pay prison wardens bonus's against inmates re-offending

Give prison officers bonuses to rehabilitate criminals, says Jonathan Aitken - Telegraph

I don't get how this can work.

Surely, it is down to the individual criminal as to weather he will re-offend and the wardens have no control once they are released on Parole?

True, but if they learn a skill whilst in jail the hope is they will find a job and not re-offend.
