New rules/laws for sex offenders...at last

EXCLUSIVE: VICTORIA'S worst sex offenders will be held in custody beyond their maximum jail terms under new laws being introduced this year.

In a toughening stance against sex predators, the State Government this week will also unveil laws to compel registered sex offenders to inform police of their internet passwords, chatroom logons and passport details.

The moves are aimed at identifying and monitoring pedophiles and sex stalkers online, and stopping them grooming potential victims or accessing inappropriate material.

Separately, the new Serious Sex Offenders Detention and Supervision Bill - dubbed Jessica's Law and introduced to Parliament later this year - will ensure the most dangerous sex offenders can be detained after their original jail terms expire.

"Our Government is developing laws that will allow for serious sex offenders that pose an ongoing risk to the community to be detained in jail beyond the terms of their court-imposed sentence," Corrections Minister Bob Cameron told the Herald Sun.

The law was first mooted two years ago after the kidnap and horrific rape of a Ballarat woman, known as Jessica, for which serial rapist William Craig Forde is now serving an indefinite sentence.

One option being considered is hitting serious offenders with five-year sentences after their original terms expire and reviewing the extended detention order at the end of each additional period.

The proposed new orders follow the Government's Extended Supervision Orders, which enable authorities to impose curfews, tracking devices and other restrictions on serious sex offenders after they leave jail.

In a review of the new laws the Herald Sun has learned:

JUSTICE officials are working to double the number of sex offenders on ESOs, from 22 now, with interim orders against another 19 offenders.

CORRECTIONS authorities have been asked to give internet access to serious sex offenders on ESOs at a purpose-built village on Ararat Prison property, known informally as the Village of the Damned.

A SECOND multi-million-dollar village at Ararat is planned to accommodate 40 more after they leave jail.

A SERIOUS sex offender, who can't be named, is one of the first rapists charged with committing fresh offences while subject to an ESO.

Those subject to ESOs include sex witch Robin Angas Fletcher, now studying for a law degree, and Brian Keith Jones, aka Mr Baldy.

Ex-Pentridge chaplain Peter Norden said those on ESOs were being punished for future crimes. "You can't punish people in our legal system for fear of what they might do," he said.

Yep, and here in Blighty, Sex offenders are to sue the Government for breaching their human rights by being on the sex offenders register indefinately. There is talk that sex offenders may now be able to wipe the slate clean.

These laws are for serious sex offenders though. Our register, depending on how serious the crime was, only lasts a period of time . I think (but don't quote me ) 15 years. But I really like how they can keep them in longer.
