Recycle bin mystery

I recently deleted a couple of images while working on them in Photoshop.

When I came to empty the recycle bin they flagged up as being 'in use by another program'

So I left them until next time I was in there.

Same thing happened, so a emptied everything else manually and carried on.

Next time after booting the PC I went into recycle bin to try and empty it again, but it was empty, although it shows as if it is not.......overflowing trash type icon.

What has happened, anyone know ?
I thought I knew more than this until I opened my mouth

XP Professional.

I have solved the icon issue by changing it via control panel etc.etc.

Would still like to know why it happened though.
I thought I knew more than this until I opened my mouth
