It looks like a ' Suffolk Punch' to me which I have encountered anything up to 18.5 hands.
My little Duchess would be dwarfed at just 14 hands.

Very possible Valerie.... best way In the world to enthuse children Into Jockey's.... stick them on a horse as young as possible..... just wish my Father had thought of that Instead of putting a tennis racquet In my hands the moment I could walk.
