I would assume most of those were written when Mad King George was on the throne. That would temper anyone's opinions.

That I doubted the moment I saw the thread. No he didn't, it's been tampered with.

In a private letter of 1816 he said - with no reference at all "to our liberties", thereby changing both the meaning and the implication completely - "I sincerely believe, with you, that banking establishments are more dangerous than standing armies; and that the principle of spending money to be paid by posterity, under the name of funding, is but swindling futurity on a large scale". Jefferson's concern there isn't directly liberty, it's the probity of a balanced budget at all levels of government. Any threat to liberty is at best a remote consequence.
