By applying some degree of compassion, how else? By not escalating to death. I'll say it once more, the bugger had a nightstick and knew how to use it. Even if it *risked* death it's a hell of a sight less lethal than his sidearm. He could have non-lethally stopped what was happening in moments had he chosen. He had a duty of care to both people. The fact that he actually shot both is just icing on his personal incompetence.
