The ongoing testimony of Lino Zambito, who has now been placed under police protection is pointing to top city officials for rigging contracts and taking kickbacks. The General Manager of the City of Montreal is named as taking a $300 000 payment out of an arrangement between a concrete pipeline manufacturer and Zambito's company, which was given the contract by the City to install it but told which pipe he had to buy and at what price.

This is ongoing testimony and no charges will be laid until the discovery process is completed.
