Taking a big guess here: Does this relate to the mass rape of Chinese women during the invasion of China in WWII and now Japan is trying to blame the victims?
And to set the record straight, America doesn't ever blame the victims when we are accused of war crimes. We just ignore them.

I've never heard of the US setting up way stations with kidnapped women to act as prostitutes for military members though, so at least we've got that in our favor.

Shiro Ishii and his team were given immunity from prosecution for war crimes on condition they gave details of all the results and the extent of the horror was allegedly covered up for many years. I remember reading about it at school but then werner von braun being allowed to escape prosecution was controversial in the UK - perhaps because he used his ballistic missiles on us there was an inclination to lynch him.
I don't think any nation is in a position to point fingers and claim the moral high ground when it come to warfare and atrocities but especially one that has decided in recent times the geneva conventions are an inconvenience they can ignore when it suits (Incidentally Japan never signed that particular treaty before ww2) and refuses to acknowledge the jurisdiction of the international court when it comes to their own military.
The japanese maybe need to be a bit more open about what went on rather than hide it from the modern generation but this resolutions smacks a little of hypocritical arrogance. Maybe they are trying to suck up to china to improve trade relations.
