Certainly enjoying themselves.
It's not unusual for swans to hitch a ride on our stern wave if we're pushing on the river - we've had them sitting there for half a mile or more.

Where I live in Gippsland there are hundreds of them at any one time just inside the inlet, normally found in the shallows skimming through the sand for food. I've never thought to observe them on the surf.
I too thought swans were a fresh water bird until I moved down here.
