As MPs told stories of how their most vulnerable constituents had been effected by the tax, the Tory minister was spotted grinning like a "Cheshire cat Tory minster Ian Duncan Smith has sparked outrage by laughing during a heartbreaking debate on the affects of the Bedroom Tax.
